How to Analyze a Contractor's Estimate in Xactimate
To analyze a contractor's estimate properly, you need it in Xactimate, not in a PDF. The PDF shows descriptions and prices. It hides the project tree, the line item codes, the activites, and any line items the contractor modified. Restoring that structure is the first step in the analysis, and on a large estimate it is often the longest one.
This guide is written for building consultants, appraisers, and forensic engineers who are asked to give an independent opinion on a contractor's estimate. It covers what the PDF hides, how to get the estimate into Xactimate, and a step-by-step review of scope, quantities, and pricing.
What analyzing a contractor's estimate involves
Consultants and appraisers are brought in when two parties need an independent read on what it will cost to repair a loss. The engagements take a few forms:
Independent analysis. A carrier, attorney, or policyholder asks for an expert opinion on whether a contractor's estimate reflects the documented damage and reasonable pricing.
Estimate adjustment. A carrier asks the consultant to review a contractor's estimate and return an adjusted version with findings.
Appraisal. Two appraisers, one for each side, each evaluate the loss and reconcile their estimates, with an umpire resolving what they cannot agree on.
In every case the work product is the same: a line-by-line opinion on the estimate, organized so the reader can follow it back to specific rooms, line items, and dollar amounts. That opinion has to stand up to questions, which means it has to be built on the estimate as written, not on a summary of it.
Why the PDF is not enough
A contractor's Xactimate estimate often arrives as a PDF. But the PDF is a printout. When Xactimate exports to PDF, it drops most of what an analyst needs:
The project tree. Levels, rooms, and groups become headings in a flat document. You cannot collapse a floor, isolate a trade, or see how the estimate is organized at a glance.
Category and selector codes. Each line item's code identifies exactly which Xactimate item was used. The PDF shows only the description, and similar descriptions can map to items with very different prices.
Trade and activity. Whether a line item is remove, replace, detach and reset, or clean is made clear in the activity. In the PDF it is buried in the description text.
Modified line items. When an estimator changes a standard item's description or price, Xactimate highlights it in green. That highlighting does not survive export. In the PDF, a modified item looks identical to a standard one.
Dimensions. Room measurements drive the quantities. Without them you cannot check whether 640 square feet of drywall is right for the room it sits in.
F9 notes. The estimator's line item notes explain scope and pricing decisions. Some PDF report types omit them.
An analysis done on the PDF alone is an analysis of descriptions and totals. The judgment calls that matter, what item was used, whether it was modified, whether the quantity ties to the room, are invisible.
Step 1: Get the estimate into Xactimate
There are two ways to do this.
Rebuild it manually. Open a new project, recreate each room and its dimensions, search for each line item, match quantities and prices. On a 300-line-item estimate this is a half day. On a large commercial loss it can be several days. Every hour spent here is an hour not spent on analysis, and the rebuild introduces its own transcription errors into the baseline you are about to critique.

Whichever route you take, verify the result before you analyze it. The converted or rebuilt estimate should match the contractor's PDF on Replacement Cost Value to the dollar, on line item count, and on room structure. If it does not, the difference is yours, not the contractor's, and it will contaminate every finding that follows.
Step 2: Orient in the project tree
With the estimate open in Xactimate, spend a few minutes on structure before you touch a line item.
How is the estimate organized? By level and room, by building, by trade?
Where does the money sit? Which rooms or groups carry the largest RCV?
Are there rooms with no dimensions, or dimensions that do not match the sketch or the inspection photos?
Are there general or unassigned groups holding line items that belong in a specific room?
This orientation tells you where to spend your time. On most estimates a handful of rooms carry most of the value, and that is where the analysis should be deepest.
Step 3: Review scope room by room
Work through the estimate in the order the contractor wrote it. For each room, ask whether the line items reflect the documented damage.
Is the scope supported? Each line item should tie to something in the inspection report, photos, or moisture map. Note items with no visible support so you can ask about them.
Is the activity right? Replace where detach and reset would restore the item, or remove and replace where clean would suffice, changes the cost substantially. The code tells you which was used.
Is anything duplicated? Look for the same work appearing under two descriptions, or in both a room and a general group.
Is the sequencing complete? Some scope implies other scope. Drywall replacement implies paint. Flooring removal usually implies baseboard detach or replacement. Missing dependencies are as relevant as extra items.
Record findings as you go, by room and line item. You will organize them later.
Step 4: Check quantities against dimensions
With dimensions restored, quantity review becomes arithmetic rather than guesswork.
Do wall and ceiling square footages match the room dimensions? Xactimate calculates these from the sketch, so a mismatch usually means the quantity was overridden.
Do floor quantities include waste factors, and are they reasonable for the material?
Do linear footage items, baseboard, crown, trim, match the room perimeter less openings?
Are equipment and per-day items, dehumidifiers, air movers, containment, consistent with the drying log or the size of the affected area?
Step 5: Review pricing
Pricing review has three parts.
Price list. Confirm which regional price list and date the estimate uses. It appears in the estimate header. An estimate written on a price list several months old, or from a different region, will differ from current pricing across every line item.
Modified line items. This is where the analysis earns its fee. Any item the contractor changed from the standard Xactimate item, in description or in unit price, needs to be identified and evaluated individually. In the PDF these items are indistinguishable from standard ones. In Xactimate they are highlighted, saving you from hunting for them. For each one, note what was changed and whether the change is documented.
Non-standard items and pricing structure. Look at overhead and profit, sales tax application, labor minimums, and any lump-sum or bid items. Each is legitimate in the right context. All should be visible and explainable.
Step 6: Compare against your own scope
If you have written your own estimate of the loss, or you are reconciling with another appraiser's estimate, put the two side by side.
Organize the comparison by room and category so differences are easy to locate. For each variance, identify whether it is a scope difference, a quantity difference, or a pricing difference. Most disagreements resolve faster when both parties can see that they agree on scope and differ only on quantity, or agree on quantity and differ only on which item was used.

Step 7: Document your findings
Your report should let a reader who has never opened Xactimate follow each finding back to a room, a line item, and a dollar amount.
Organize by room, then by category, matching the estimate's own structure.
Reference line items by description and code, not just by page number in the PDF.
Separate scope findings, quantity findings, and pricing findings.
Tie the total effect back to RCV so the reader can see how the findings change the estimate.
Attach or reference the documentation each finding relies on.
A finding that says "drywall quantities appear high" is an opinion. A finding that says "Master Bedroom, drywall replacement, 640 SF entered against a room that measures 412 SF of wall area, variance of 228 SF at $2.14, $487.92" is analysis.

Common blind spots when analyzing from a PDF
Modified items treated as standard. The most consequential miss. A contractor who adjusts unit prices on twenty line items has changed the estimate in a way the PDF will not show you.
Quantities accepted because they look plausible. Without dimensions, 640 square feet of drywall is just a number. With dimensions, it is either right or it is not.
Activity misread from the description. "Drywall, hung, taped, floated, ready for paint" and "Drywall, material only" can look similar in a dense PDF and price very differently.
An unverified baseline. Findings built on a rebuild that does not match the contractor's total become arguments about the rebuild, not about the estimate.
Frequently asked questions
Can you analyze a contractor's estimate from the PDF alone? You can read it, but you cannot fully analyze it. The PDF omits line item codes, dimensions, the project tree, and the highlighting that marks modified items. Any of those can change a finding. Serious review requires the estimate in Xactimate, either rebuilt manually or converted from the PDF to an ESX file.
How do I find modified or custom line items in a contractor's estimate? In Xactimate, modified items are highlighted in green. That highlighting is lost in the PDF.
